K waste sector is not competitive enough, according to a new government report.

The Office for Fair Trading (OFT) has said that it is likely to become more competitive as services become "unbundled".

"Unbundling" is likely to make smaller players more high-profile, with smaller enterprises showing their specialisms in areas such as bulky waste collection and domestic waste management.

Local authorities needed to play a greater role in opening up the sector to smaller players, the research claimed.

One way of doing this has been to offer shorter contracts in order to reduce the monoply of some waste players in regions.

Councils are already making headway on an earlier proposal by the OFT to separate the tendering of waste removal services and waste tendering service, it was added.

Landfill tax was also identified as a significant factor in developing the UK's recycling sector, as is future planning.

The report's authors stated: "In particular, policymakers might consider ways of taking more explicitly into account the potential competition benefits of entry when considering any future amendments to the planning system."
