Manufacturers in the UK face more expenses under the proposed electricity market reforms, one industry body has said.
The new measures were announced by the Department of Energy and Climate Change earlier in the month.
Some of the proposals, which would not come into effect until 2013, included a carbon floor price to encourage investment into the sector.
Commenting on the announcements, EEF director Steve Radley said: "The government's own impact assessment shows the carbon price reforms will damage competitiveness for over a decade but it offers no solutions that will mitigate this."
He called on ministers to address other factors that compounded the loss of competitiveness in the sector, particularly highlighting the carbon reduction commitment and the climate change levy.
Other measures included in the announcement by energy minister Chris Huhne were the introduction of long term contracts for low-carbon and renewable energy generation, and payments for reserve plants.
