This is expected to ease pressure on the EU market, which has suffered from rising global cereal prices, as well as supply issues due to severe winter weather in countries such as the UK.
The commissioner for agriculture and rural development, Dacian Ciolos, explained that authorities had "an obligation" to ease the pressure on the market.
Forecasts indicate that world cereals ending stocks will be 62 million tonnes lower than in 2010.
To ease pressure, the EU has reduced the tariff rate quotas for low and medium quality soft wheat and feed barley, from €12/tonne and €16 tonne respectively to zero for the volume permitted.
Mr Ciolos added that he hopes the move will reduce tensions across the European market, while prices remain high.
Last week, forecasters in China warned that there could be major shortages in the country's wheat crop, owing to the ongoing drought in the north-east.
